Arusha Arusha Urban Water Supply and Sewerage Authority (AUWSA), is a legally established entity responsible for ihe overall operation and management of water supply and sewerage services in Arusha City.
AUWSA was established under the Water Works Ordinance CAP. 272 amendment (Act NO.8 of 1997), now repealed by Water Supply and Sanitation Act 2009. It was declared a fully autonomous entity by order of the Minister responsible for Water Affairs in January 1998.
AUWSA’s Vision is “To deliver excellent water supply and sewerage services commensurate with World’s best practices”. The Ministry of Water, EWURA, and Board of Directors provide policies, guidelines and directives to govern the Authority, while guidelines to create and implement operational policies and guidelines to conduct the business of the Authority on day to day basis is vested to the Managing Director.
To support its growth objectives the Authority is seeking to recruit dynamic, experienced, competent, qualified and committed Tanzanians to fill in the following posts.

Required Qualifications and Experience:
The successful applicant Must be a holder of;
Bachelor Degree or Advanced Diploma in Accountancy / Accounting and Finance ACCA/CPA (T) – Registered with NBAA as an Authorized Accountant.
Master’s degree in Business Administration: Finance / Human Resources Management / General Management / Corporate Management.
At least 5 years working experience in Accounting / Finance and Administration in a large or medium business organization. Must be computer literacy especially in two or more accounting software.
Main Duties & Responsibilities:
The Finance and Administration Manager is the head of Department responsible for financial, and human resources matters.
Financial Responsibilities
Manages prudently the financial and accounting affairs of the Authority efficiently.
Ensures that financial plans and budgets are submitted to the Board of Directors before the beginning of a new financial year. Provides financial information required by the Management and Board of Directors.
Supervises books keeping of accounts relating to revenue, grants and expenses accurately and timely according to accounting professional standards established by NBAA from time to time.
Recommends accounting policies and procedures for approval by the Board of Directors and to ensure their strict implementation. Ensures preparation on time of weekly, monthly, quarterly and annual financial statements for the Authority.
Ensures preparation of annual financial reports and accounts within required legal time limit.
En~ures that statutory returns and accounting books and ledgers are kept according to the accounting professional standards. Ensures that the books of accounts are audited by extemal auditors within the required legal period and presented to the Board of Directors.
Ensures that all internal and external audit queries are answered accurately and on time.
Ensures existence and implementation of sound controllership systems and procedures of physical property, cash, cheques, purchase orders, receipt books and other accountable documents.
Ensures that taxes, salaries, imprest, debtors and statutory contributions are paid timely without incurring penalties. Perform other related duties as may be assigned by the Managing Director.
Human Resource and Administration Responsibilities Handles all administrative and human resources.
Ensures the existence of organization structure, manning levels, recruitment and selection procedures and ensuring staffing of the Authority with the right number of staff who are properly qualified and experienced.
Ensures that the Human Resources Section maintains schedules of manpower and skills inventory needs for the Authority at all levels, considering both current and future operations.
Ensures recruitment and selection of human resources required by the Authority in the right quantity, of the right quality, and at the right time. .
Ensures existence of career development program and training opportunities for high potential employees in departments/sections of the Authority.
Ensures carrying out of staff performance-appraisal and remuneration review process for the whole Authority. Ensures maintenance of the Authority wage and salary structure and personnel benefits package.
Ensures existence and implementation of human resources policies (e.g. leave, training, discipline, etc).
Makes sure that the Authority maintains adequate and accurate human records that meet managerial and statutory requirements. Ensures carrying out of annual human resources exercises of confirmations, promotions and discipline.
Ensures maintenance of harmonious work relations.
Ensures smooth discharging of administrative activities such as, security, registry activities, postal services, transportation, insurance of property and workers, proper housekeeping etc.
Performs any other related duties as may be assigned by the Managing Director.
