Tanzania Bureau of Standards (TBS) Recruiting Finance and Administrative Manager

Tanzania Bureau of Standards (TBS) was established under the Ministry of Industry, Trade and Marketing by an Act of Parliament, The Standards Act No.3 of 1975 as the National Standards Institute and became operational in April 1976. The Bureau was established as part of the efforts by the government to strengthen the supporting institutional infrastructure for the industry and commercial sectors of the economy. Specifically, TBS was mandated to undertake measures for quality control of products of all descriptions and promote standardization in industry and commerce. It was subsequently renamed Tanzania Bureau of Standards through an amendment to the Act by Act No.1 of 1977.

Corporate functions
a     Formulation of National Standards in the fields of agriculture and food, chemicals, textiles, leather, environment, engineering and service industry.

b.     Promotion of standardization and quality assurance services in industry and commerce through training of personnel in
      i.     Company standardization,
      ii.     Quality assurance and management systems,
      iii.     Quality improvement
      iv.     Laboratory techniques and accreditation, ISO 17025, ISO 15189,
      v.     Packaging technology and
      vi.     Hazard Analysis and Critical Control Points (HACCP).


c.     Implementation of standards in industry in the aforesaid sub-sectors through appropriate certification schemes evolved through regulations made under the TBS Standards Act. Current and planned schemes include:
      i.     ‘tbs’ Mark Certification Scheme;
      ii.     Tested Product Certification Scheme;
      iii.      Batch Certification Scheme for Imports;
      iv.     Management Systems Registration Scheme.

d.     Undertaking testing of product samples drawn by TBS inspectors in the course of implementing standards (certification samples), requested by manufacturers themselves (type testing samples), brought by consumers (consumers complaint samples) or for checking laboratory proficiency (proficient testing samples).

e.     Undertaking calibration of industrial and scientific measuring equipment and instruments as the custodian of the national measurement standards

It is a parastatal Organization under the Ministry of Industry and Trade. The Bureau is looking for a suitably qualified, competent, dynamic and committed Tanzanian to fill the following senior post:

Qualifications

A recognized University Degree in Accounting, Administration, Human Resources or related field.

Holder of MBA-Finance with a least five (5) years experience in relevant field in a senior position, CPA will be added advantage.

The candidate should also have the following attributes:

  •  Clear understanding of work ethics in public organizations
  •  Excellent analytical ability and strong analytical and problem solving skills as well as to interpret rules and administrative procedures.
  •  Ability to interact with superiors, peers and subordinates

Duties and Responsibilities
  1.  Reports to the Director of Corporate Services
  2.  Over all in-change of the Finance and Administration Department
  3.  To prepare budget and control of its expenditure
  4.  To prepare the Bureau's Annual Report
  5.  To prepare Human Resource Development, Human resource Management and Administrative Policies
  6.  Secretary to the Bureau's Management Policy Group
  7.  In-charge of the Bureau's security system
  8.  To ensure that labour laws, regulations and guidelines are understood and
  9.  To prepare the Bureau's Annual Report
  10.  To prepare Human Resource Development, Human Resource Management and Administrative Policies.
  11.  Secretary to the Bureau's management Policy Group
  12.  In-charge of the Bureau's security system
  13.  To ensure that labour laws, regulations and guidelines are understood and implemented.
  14.  To implement staff retention plans
  15.  To coordinate recruitment and selection activities
  16.  To oversee the implementation of Human resource programs
  17.  To lead the development of department goals, objectives and systems
  18.  To ensure maintenance of effective internal controls to assure safeguarding of assets and reliability of financial statements.
  19.  To ensure complete and up to date operating procedures for all accounting and financial controls.
  20.  To ensure proper preparation of annual financial statements for audit
  21.  To oversee the implementation of administrative policies within the Bureau
  22.  Chief Advisor on administration affairs to the Management
  23.  To plan and coordinate all functions of materials management in the Bureau
  24.  Any other related duties as may be assigned by the Director of Corporate services.

The post carries an attractive remuneration package in accordance with the qualifications and experience stated above.
