FINANCE ANALYST (UNWOMEN) Job Vacancy at United Nations Development Programme

Description:

UN WOMEN Tanzania is seeking to recruit a Finance Analyst to ensure effective and transparent utilization of financial resources and integrity of financial services, promote a collaborative client-oriented approach consistent with UN Women rules and regulations and aligned with the UN DaO and One Fund requirements. The incumbent will work under the direct guidance and supervision of the Country Programme Manager (CPM), based in Dar es Salaam.

Main Duties and Responsibilities
  1. Within the context of UN DaO, the UNDAP and the ONE Fund
  2.  Prepare and monitor budgets, regularly analyse and report on partner budget approvals and the delivery situation, control of budgetary status versus authorized spending limits (ASL) and budget delivery levels, implement the control mechanism for development projects through monitoring budgets preparation and modifications, budgetary versus ASL, follow-up with UN Women Sub-regional Office (SRO) on ASL for development projects, maintenance of the General Ledger.
  3.  Review all expenditure requests to ensure that relevant charts of accounts are indicated and are in line with project budget, timely preparation of monthly, quarterly, half-yearly and annual financial reports. Support project staff to prepare their budgets (or budget breakdowns) for ATLAS, supervise petty cash expenditure, requests and settlement according to financial policy.
  4.  Organize and conduct training for the operations/projects staff on finance, facilitate training and support for UN Women partners and UN Women project personnel on financial management and reporting of funds.
  5.  Support formulation of procurement plan, review purchasing for financial appropriateness, process procurement payments in strict adherence with procurement guideline, accounting for products, services, facilities, contracts, etc, procured. Ensure the UN Women financial transitions for the ONE UN Fund are in compliance with rules and regulations and the Harmonized Approach to Cash Transfer (HACT).
  6.  Participate in the MTEF and PER meetings and brief the Tanzania Country Programme Office management team.
  7.  Represent the Tanzania CPO on the Operations Management Team (OMT).

Qualifications and Experience
  •  A recognised University degree in Finance, Business Administration, Accounting or related field. :
  •  Certification from the Association of Chartered Certified Accountants (ACCA) or Certified Public Accountant (CPA) desirable. UNDP Accounting and Finance Training and Certification and UNDP Procurement Certification would be an asset.
  •  5-7 years of relevant experience at the national level in providing accounting and financial management services, minimum 2 years of experience in managing operational systems.
  •  Experience from development cooperation and the UN System a strong asset.
  •  Strong analytical and problem solving skills as well as ability to interpret rules and administrative procedures.
  •  Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of spreadsheet and database packages, experience in handling web-based management systems. Good knowledge and efficiency in the use of ATLAS a strong asset,
  •  Excellent communication skills, good command of both spoken and written Kiswahili and English.

Type of Contract: Service Contract (SC). Remuneration Level: SB 4 Quartile 1. Duration: Until 31st of December 2011 initially (renewable).
