Overview:
In 2009, the Global Fund to Fight AIDS, Tuberculosis, and Malaria approved the launch of an ambitious new initiative to increase access to malaria treatment around the world.
Initially, the Affordable Medicines Facility-malaria (AMFm) is available to 9 countries in Africa and Southeast Asia that account for more than one-third of the global malaria burden.
The participating countries have developed detailed plans and are now in various stages of planning, launch, and full implementation of the AMFm and corresponding supporting interventions.
The United Republic of Tanzania has two separate AMFm processes, one for Tanzania mainland and another for Zanzibar.
The Clinton Foundation Health Access Initiative (CHAI), in collaboration with other organizations within the Roll Back Malaria Partnership, has provided technical assistance to countries in the application process and is committed to continuing this support throughout the preparation and implementation phases of the AMFm.
We are accordingly seeking a talented, highly motivated, and flexible individual to work in Tanzania, to support the government, nongovernmental organizations, and private businesses in launching and implementing the AMFm and to collaborate with stakeholders on broader initiatives for ACT scale up. The Program Manager would serve for a period of one-year starting from March 2011 and be located in Dar es Salaam, with modest travel in the country (both in the mainland and Zanzibar) and in the region.
Responsibilities:
Main Tasks and Responsibilities:
- Liaise with the Government, partners, and the private sector to ensure strong communication during the launch and implementation of AMFm both in Tanzania mainland and Zanzibar
- Provide support to the National Malaria Control Program (NMCP), Zanzibar Malaria Control Program (ZMCP) and other partners in planning and implementing critical supporting interventions for the AMFm, with a particular focus on the private sector supply chain
- Coordinate with other initiatives in-country to ensure that AMFm-related activities fit within a broader national context
- Identify potential bottlenecks to AMFm implementation and develop pre-emptive solutions
- Assist in-country partners with the development and implementation of a real time monitoring system of the private sector and subsequently the analysis of collected data
- Support the development of processes and benchmarks to ensure quality control of all programs and other deliverables
- Manage the CHAI Malaria Associate and any other short-term malaria program volunteers
- Assist the Drug Access Team with information gathering and analysis for global ACT forecasting
- Identify and execute potential opportunities for supporting increased ACT access that are complementary to the AMFm
Qualities Required:
• At least 3 years of professional experience after university graduation
• Exceptional problem solving skills and analytical capabilities
• Strong written and oral communication skills
• Strong interpersonal skills and ability to build relationships with senior government and NGO representatives
• Ability to work effectively in a challenging political and multicultural environment
• Ability to multi-task and to be effective in high-pressure situations
• Ability to absorb and synthesize a broad range of information
• Ability to work independently in unstructured settings, and communicate effectively within a remote, decentralized team
• High level of proficiency in relevant computer applications particularly Excel, Powerpoint and Word
Advantages:
• Experience in supply chain management, especially in the private sector supply chain a plus
• Experience in management consulting, finance, and/or relevant private sector experience a plus
• Experience living and working in East Africa and other developing countries
• Experience in working with health, malaria and/or other infectious diseases
